The President’s Message Summer 2017

Dear Fort Salonga Neighbors,

When our community gave myself and the board a vote of confidence at our January election, I pledged that we would work to represent the entire community across a wide spectrum of issues. In this Summer issue I believe you will see that we are working hard to fulfill that commitment.

The issue of most interest was, and remains, the proposed development of the Indian Hills Country Club. The proposal to retain the golf course and permit cluster zoning while preserving the one acre overall yield was , we believe,  in the best interests of our community.  I, and a number of residents attended the July 26th Huntington Planning Board meeting. The number of units proposed was reduced to 98 and the guest cottages were eliminated. The application was approved. This, I feel, is a positive outcome and a victory for the community. An environmental study will follow which will allow the entire community to provide additional input. We will notify you when these meetings are scheduled.

Roads and Highways

Fort Salonga roads are under siege with speeding, tailgating and illegal passing all too common. Many of our roads are also inherently difficult to navigate with curves, hills, and poor visibility due to our wooded terrain. Bread and Cheese (B&C) presents the biggest challenge with a large volume of VA traffic and also providing trucks with an illegal shortcut. We continue to enlist the assistance of the appropriate county, police and town agencies. We have also reached out to the VA director and he has cautioned his employees. Electronic warning signs have been periodically installed on both B&C and Old Bridge. The county refuses to place stop signs along B&C, claiming they are not designed for speed control.

The county will be repaving B&C this fall and while this may make for a smoother ride it will add to the speeding issues. Also, Huntington will be repaving Middleville and Old Bridge, probably this month. We urge residents to continue to report specific violations of illegal trucks to police and trucking companies. While of limited immediate effect, it does demonstrate the level of community concern. Also, this is an election year and keeping town officials focused on these issues is important.

Another area of danger is the large volume of traffic moving through our shopping centers. Pedestrians cross at random, oblivious to oncoming cars, often texting while walking. With no traffic controls, parking lots become a free-for-all with drivers speeding to the nearest exit. Parking in an open area with few obstructing cars can reduce the risk. We remind our residents to be  aware of other drivers and pedestrians, and be extra cautious in this dangerous mix of people and cars.

  • The Fort Salonga community is very interested in the proposed cluster development at Indian Hills Country Club. Can you update us on this issue?

It is our understanding that the applicant intends to withdrawn his request for a zone change on this property and will pursue an as of right cluster development via the Town Law Section 278. Essentially the applicant will pursue a development that is similar to the conceptual plan submitted with the Zone Change application. However the yield will be determined by the number of homes that can be achieved via a standard R-40 subdivision. It is anticipated that the Planning Board will require many of the same open space benefits offered in the prior plan, including the preservation of the golf course. It is expected that the Planning Board will issue a positive determination and a full EIS will be required to comply with SEQRA.

2017 Scholarships

The Fort Salonga Association, along with local resident sponsors Mr. and Mrs. Charles Reichert, proprietors of the Fort Salonga Market IGA, proudly honor six outstanding students from our local community.

The Fort Salonga Association Scholarship, each in the amount of $1,000 is funded by the association, and awarded to one student from each of our two local public high schools.

2017 recipients of the FSA Scholarship:

Jack Joyce- Northport High School  Jack will be attending the University of Delaware in the fall.  Area of study-environmental engineering with a focus on water resources.

Doug Gradel- Kings Park High School  Doug will be attending the Massachusetts College of Pharmacy and Health Sciences. He will be pursuing a Doctor of Pharmacy degree.

The Charles and Helen Reichert Foundation Scholarship.  Thanks to their very generous contributions, two scholarships totaling $4,000 were awarded. The 2017 recipients are:

Melissa Lee Discorsi  Kings Park High School  Melissa will be attending Coastal Carolina University where she will be a business major.

Lauren H. Anselm  Northport High School Lauren will be attending Savannah College of Art and Design where she will be majoring in TV production and film.

The Fort Salonga Market IGA Scholarship in honor of former FSA director Dr. Richard G. Costello, is sponsored by local resident and proprietor Mr. Charles and Mrs. Helen Reichert.  Their generous contribution of two $1,000 scholarships is greatly appreciated.

2017 recipients of the IGA Scholarship in memory of Dr. Richard Costello:

Julianna Marie Gomez  Kings Park High School  Julianna will be attending Farmingdale State University where she will major in nursing.

Sarah Connor  Northport High School Sarah will be attending Carnegie Mellon University where she will be a theater design and production major.

Owl Hill Update

The Planning Department has advised that the Town has officially signed the contract required by the State in order for the Town to secure the $500,000 preservation grant that it was awarded by the Office of Parks, Recreation and Historic Preservation for the acquisition of acreage at the Owl Hill Site.  The Town has commissioned an appraiser to value the property for the purpose of determining a fair market value per acre.  We will keep the community apprised of further developments.

As a note to our members: If you or any person or company that you do business with requires additional sewer flow rights in order to expand a business in Smithtown or Suffolk County, please contact the FSA so we can put you in touch with the parties who are in charge of the TDR Programs (Transfer of Development Rights) in our area.  As reported in several of our prior newsletters, the local TDR programs allow commercial property owners to expand their business in exchange for their purchasing development right credits (aka density flow rights) from undeveloped land, resulting in the preservation of that lot in perpetuity. In short, these TDR programs offer us the opportunity to preserve and protect more acreage in our beloved hamlet – – let’s take advantage!

Huntington Affairs

On July 26 the Planning Board passed a resolution to accept a yield map for Indian Hills Country Club which shows 98 residential units and one 5.8 acre club house site under the current R-40 zone. This number is before the SEQRA process, roads etc. The next step in the process is for site plan review and SEQRA.

Update on Brenna Estates: we are waiting for the next submission by the applicant of an acceptable yield map. This will be presented at a future Planning Board meeting.

The requested variances for the shopping center on Rinaldo Rd & 25A (southeast corner) requested by the 1014 Holding Company is status quo. We are waiting for the results from the last ZBA meeting.

Fort Salonga History Part 2

(This is the second article in a series about the history of the Fort Salonga area for the FSA newsletter. I hope that you will enjoy this article which focuses on the role that residents of this area played in the American Revolution.)

“Fresh Pond becomes a hot bed of ‘Rebel’ activity during the Revolutionary War….”

          If we look back to the time period of 1775-1783, a time when the 13 colonies of the British in North America became embroiled in a war of independence with Great Britain, Ft. Salonga did not exist.  There was instead a tiny village called Middleville that consisted of several houses clustered around the intersection of Bread and Cheese Hollow Road and Sunken Meadow Road.  And further north where Bread and Cheese Hollow Road crossed North Country Road, there was another tiny village known as Fresh Pond. If we were to travel back in time to the year 1776 and could be transported to the southeast corner of the intersection of North Country Road (25a) and Bread and Cheese Hollow Road, we would be standing in the middle of that little village called Fresh Pond.  Across the dirt road known as North Country Road, on the north side of the road, would have been the inn known as the Mulford House, a favorite hangout of the British officers who were commanding the occupation forces of the British Army in this area.  Next to the inn and clustered around it were a general store, a blacksmith shop, a cider mill, and several houses.

Indian Hills Development Update on Agenda for Huntington Planning Board, Wednesday, 7/12, 7 p.m.

The Town of Huntington Planning Board will include a discussion on the “Preserve at Indian Hills,” the proposed development on the site of the Indian Hills Country Club, at its meeting on Wednesday, July 12, at 7 p.m., at Huntington Town Hall.

The Fort Salonga Association will have a representative at the meeting, although this type of meeting typically does not allow for comment by members of the community.

Dear Neighbor,

While beautiful in all seasons, I always feel Spring really showcases the true beauty of Fort Salonga with our rolling hills, water views and expanding foliage, reinforcing my decision to live here. Our commitment at the FSA continues, as it has for the past 70 years, to preserve and protect our community and our remaining open spaces. Additionally, we seek to protect the existing character and safety of individual neighborhoods for all our residents. An important part of our mission is to foster a sense of community through our various community events.
